That looks like a General Electric NE34 neon glow lamp. Usually found with an E26 screw base that also houses an integrated resistance for use at 120 volts so it can be powered directly from standard US line voltages. Used anywhere a low power but long lived light source is desirable. Industrial indicator lights, nightlighting, that sort of thing.

In this case the bespoke mounting assembly suggests that one has been adapted for scientific or experimental uses, but for what specifically is a mystery. I can`t tell if the resistance is still present within that assembly at the bottom or not, but if it is, perhaps the three terminals allow for connection with or without it in circuit depending on application.

I also agree with this idea.

Hi whilst i was in the Australian Navy I was posted to an EX RF tanker and i acquired a couple of red light bulbs used on the bridge at night.  On the top of the globe is written Property of H.(picture of a crown)M. Government, R.S. 78, 220, Crompton 40w, Made in UK, and then an S or 8 on bottom of writing.  The globes are a lot heavier than a normal globe and the glass seems a lot thicker, I'm wondering if this was to protect them against shock during combat any information would be appreciated.

Looks to me like an early type of valve/vacuum tube and not a lamp.
The screw terminals suggest use an a workshop or lab for teaching, rather than permanent use in a piece of equipment.
Only three connections suggests a directly heated diode, two connections for the filament and one for the anode.

Might be valuable since mounting as shown is rare.

I am trying to find out if there is interest in making exact replacement bulbs for candelabra base bubble lights.
These light use a bulb that is similar to a 6S6 indicator but with a longer shank. Most people make do with the 6S6 which you can buy anywhere.
Looking at the photo, the standard 6S6 bulb is on the right and the long shank bubble light bulb is on the left.
I found a web seller of replacement light bulbs (yes, that's the name of the company) that does custom
manufacturing so I contacted them about making exact replacement bulbs with a long shank. Here is their reply:

"We are currently manufacturing a similar lamp for another customer. We were wanting to have 25,000 of the lamps
manufactured but to get the extended base we have to buy 50,000 bases.
I do not know if there is an extended version of the E12 base you are seeking available. If it is available I do
not know if your desired quantity or the market at large will support a production run of these lamps. If you are in need of a large quantity to use or sell then we can go down that path."

Wow 50,000 is a lot of bulbs! Is there a market for that many? I remember Paul Shofield used to sell those bulbs through his company Illumibrite, but He and the company are long gone.

Any thoughts or suggestions?
