Welcome to the forums.  This looks like a bubble set that I have pictured here:

The set that I have was made in Taiwan, probably during the 1980s, but I don't have a definitive date of when it was produced.  Yours looks pretty similar.

Though mine is some diffrent version, mine has the wires connected to them to the side....
