Wondering About Reliance Spark-L-Lite

Hello, I was hoping someone could tell me why some of the Spark sets have white "bases" (under the  starburst) But other have them all colored.

Is it a diffrent year they were made?

Or just strange?

Are you referring to the bubble lights?? George Nelson has some history on these but I don't see anything pertaining to the colors used:
