Title: Light bulb tool ID

I just found an old tool that I think is light bulb related and I'm trying to find out exactly what it's for.  It's the first object on this page:

I did some searching on the web but couldn't find anything like it.

Well, someone passed along the patent number for the device, so I'm happy to say that the answer has been found.  It's a vibration meter, patented in 1928, number 1,687,507; from the patent:

    One application of my invention is to the determination of the vibrations to which incandescent lamps and similar devices are subjected.
