It's a common and recent design, made in Taiwan or China, as are nearly all glow lamps that are ball-shaped and 3 inches in diameter.  It probably dates from no earlier than the 1990s.  These bulbs tend to blacken and fail within only a few hundred hours, so I recommend that you light and admire it only for short periods.  All the best, Chris
