Looks like a typical General Electric type NE-42 neon indicator lamp. These were used in a variety of applications including vintage electrical test equipment. The saucer shaped elements glow neon orange when the bulb is electrified. It may or may not require a ballast resistor for operation, so be cautious if you attempt to light it and verify first.
