I have one light bulb with a base that looks like your light bulb, but I do not know more than that they are very old and probably made in Europe

"V.V.G. was a cartel of German, Swiss, Dutch, Austrian-Hungarian, Swedish and Italian electrical companies that competed against the other cartels.
